Would you expect the Chief Exec or Chair of Board of Governors etc to sign and endorse your H&S Policy Statement every year even if there has been no significant change in the content of the statement?

If you came across a policy document in which it was clear that the 'Arrangements' section had been updated annually but the policy 'Statement' was signed 4 or 5 years ago would you take issue with it?

Interested in your opinions.

If the CEO or Chair couldn't be bothered to reaffirm commitment to their own policy for 4 or 5 years I would be asking why.

Chas,

There is a legal issues here. As it is the "Board's" policy any changes to that policy must be signed off by the board. Therefore if the policy is reviewed e.g. annually, even if there are no changes a board representative should sign the policy accordingly. With the HSE's recent emphasis on "leadership" in health and safety, this could be a signficiant issue in the future.

Where all things remain extant after review, a record of that review can be made in the Minute of the Board Meeting.
It costs money to update and redistribute documents. I'd need a better reason than just to include a record of review.

I'm in agreement with Ron on this. I have a 1/4ly review meeting with the Directors covering current activity/performance in Quality, H&S and Environment in which all 3 policies are reviewed and if the consensus is that they are still current then I simply record it in the minutes.

Insisting its signed every year reminds me of an ISO9000 non-conformance I was issued by an over zealous external assessor many years ago for not having held an annual review, because the latest review was held at the end of January and the previous was held at the beginning of January, therefore more than a year had passed between reviews ! (He was struggling to find something to pick me up on). I overcame this by changing the procedure from an annual review to a review being held each calendar year.

I think that having the reviewed policy signed by the CEO and that updated policy displayed where it can be seen is the better way to go as it shows the employees the committment of the top tier towards H&S. It also shows customers and suppliers the company takes H&S seriously. As to the cost? Pre-retirement I worked for a company with 40 depots and it went like this..

Someone scans in the new signed copy and uploads it to the intranet and each location prints a copy for their notice board.

I don't see that this is too exhorbitant for the message it conveys.
