CONIAC meeting on 20 November 2013 not open to the public.

The meeting of CONIAC on 20 November will largely be devoted to in confidence discussion of legal and policy issues in connection with the proposed revision of the Construction (Design and Management) Regulations. This means that, as a departure from usual practice, the meeting will not be open to the public.

Has anyone heard any outcomes from last week's CONIAC meeting? I see they've published the papers, but none of them relate to the CDM discussion.

How can a "natural" person be more than one person or not described as an individual? Even conjoined twins would be seen as two seperate natural persons.


6foot4, I think the point is that a "legal" person can be an organisation. Thus the Article 2(e) definition in effect states that an 'individual' or an 'organisation' can undertake the Article 5 duties.

Irrespective of all other things I feel that the Regulation 7 person should be included as a person to help/advise etc. the client as the clients competent adviser

I have asked for this for years and ask you guys to push the point noting that the only person who acts for the client overall is the clients R7 person and not a designer or CDMC. Time and time again on visiting sites I find very poor on-site management with no designer or CDMC to be seen but a fancy CDM plan is in the CDMC's office - all this poor front line site management puts the client at risk

Bob,

Regulation 7 of the Management Regulations already has that covered. I doubt the legal eagles would consider it necessary or wise to reiterate that in CDM Regs or elsewhere.
