Does anyone know of an exemption to carry small amounts of hazardous wastes. I was thinking of things like returning an old fluorescent tube to the shop it was bought from (getting consignment note paperwork from shop), or say something small with some old oil on/ in it being returned to site after being replaced. So it is the carrying part I am interested in.
This may also tie in with another thread, but I did not want to hijack that one.

I have just come from that site and was not as helpful as it first appears, I picked the options that applied and got a message saying :-
“Based on the options you have selected you currently do not need to register as a waste carrier, broker or dealer.
However, changes to regulation mean that you will need to be registered from January 2014.”
Now I may be wrong but that is only 3 weeks away, and as far as I can tell if you operate in Jan (and carry some waste) you will be breaking the law. It’s going to be a very busy web site on 2nd Jan 2014 !
I was trying to register as we do carry small amounts of general waste (metal / plastic components). However my question was specifically about Hazardous waste in the form of say a Fluorescent tube, which most of us have in our workplace.

having just had a go on the website myself, it seems to hinge on what is meant by "normally and regularly". I don't think that would include your single fluorescent tube.

Yes sorry for the confusion.
We on one hand carry regularly (Daily) small amounts of components made from non hazardous things like metal / plastic / rubber etc (this is not our business, but a side effect of our business). I used the referenced web site and got the response noted above. The web site (referenced above) I came across from looking up the requirement of the Waste (England and Wales) Reg 2011 and the directives it notes etc.
These items were not part of my original question though. That was odd items which may be classed as Hazardous and we may only want to carry once in a blue moon (or month if you prefer). A fluorescent tube or two etc (again not our business, we just have lights)
So the question was; is there an exemption in a regulation for carrying (infrequently) small items of hazardous waste without a license. I don’t see anything in the Hazardous Waste (England and Wales) Regulations 2005, that allows it. I can see the exemption in the Waste (England and Wales) regulations 2011 and directive for controlled waste, but not hazardous.
Hence my question.
If the referenced Web site is also intended to cover Hazardous wastes that would mean, say the thread for dealing with asbestos roof tiles who only do that once in a while would not need a license for transporting asbestos (as it is infrequent). So I’m not certain that that particular site is intended to cover hazardous waste, unless there is a piece of legislation that would back that up.
