I have purchased ice grips for some staff who work externally (Housing Association). These are things to put on the soles of your shoes and provide extra traction when walking on packed snow or ice. I was asked are they PPE and my first thought was no however I am now doubting this?
Any advice

They might not be PPE but then they could be work equipment under PUWER

I would say yes but then it's a question of semantics.
I don't personally believe that Hi-vis vests should be classed as PPE but they are.

Thanks, I thought the replies would be along those lines!
I suppose if they are provided as a result of a risk assessment and instructions are given as to their usage,e.g. don't use indoors, it doesn't matter much if they are PUWER or PPE.
