Can a FAW administer FA to the public and one with a "public" FA qualification administer FA at work (in the event of an emergency etc)

Anyone can help anyone else in an emergency. There's no law against it! What sort of world would that be?
HSE guidance recommends (although it does not require) that an organisation's first aid provision should be available to members of the public who happen to be around as well as to workers. It does not suggest that the first aiders would need any extra training or qualifications to be able to provide first aid to the public.
However, one thing to bear in mind is that most first aid at work courses don't include first aid for babies and children, so there is a training gap there.

I seem to recall that we bought some extra insurance to allow our first aid trained people to provide first aid to non employees which were not people on our premises ( ie when in town at lunch time). It was not much money ( around £10 at the time).
I'm sure it was for insurance ( from that saintly organisation), there was definitely some extra money, which the company at the time was happy to spend.

Having insurance may be reassuring, but not having it wouldn't mean they couldn't give first aid.

My understanding is, it is down to the 1st aider and whether they feel confident enough to help or assist, I cant foresee any legislative restrictions.

I would like to look at it this way:
If it was illegal for a workplace first aider to administer to a non employee who was going to die if they didn't help. would you want them to break the law and save a life or would you let the non employee die?
