A school is looking to hold a party for present and past employees. There will be less than 200 people there and they have been told they can bring their own alcohol to consume. The event will finish at 23:00. When planning for this event: From an environmental health perspective: Are there any issues regarding noise they need to consider? Are there any issues regarding the consumption of alcohol they need to consider? From a general H&S viewpoint A risk assessment shall be conducted and I would recommend it stipulates first aider be provision.
Anything else we should consider? ? ?

dgover, may I ask why you think so much has to be done for a simple evening where people weet for a social event? If they hire a disco or band the disco/band should cover the PPL requirements as a normal practice. as regards food can we assume the school either does do its own catering, for which I assume the organisers will pay a fee, or is it being bought in, in which case the responsibility falls on the caterer. On the need for first aiders, it is not a place of work but a place of entertainment organised by a small group such as a committee and they should think about how first aid can be provided if necessary, this could simply be by appointing a person to take charge and ensure someone call an ambulance if one is needed. In schools these days there is often a first aider available and perhaps someone who is qualified should be approched to ensure cover is available. It is a one off event and to go to all sorts of trouble when answers are easy to get make me worry about the over kill some people tend to go to, covering the backside comes to mind.

As this is a private event I didn't think a lot would be involved, bob. Even the PPl licence is not required and food hygiene regulations do not apply as food is provided by the guests and not caterers. I just wanted to make sure the environmental issues, such as noise were taken care of and that all angles had been considered before the party went ahead. Not a backside covering exercise at all and only took about half an hour, and if asking a question on a forum is going to all sorts of trouble then a lot of us are undertaking incredibly complicated actions many times a day ;)

In Scotland under Civic Government Act there are two licences. If paying - Public Entertainment so if free not required. Second was an Occasional licence for events which weren't directly for the school. The Local Authority Environment department and Fire and Rescue services would inspect - which included fire arrangements, number of toilets etc (infant/primary toilets being a bit small for adults!).
Not all Local Authorities do these and some have general ones for all their premises.

dgover I was not making a reference towards yourself just a general comment as many have come across this sort of thing. H&S management should be simple to manage but it is often overcomplicated by people going over the top with the arrangements they think just to cover themselves. The proffessional thing is to understand exactly how much is required to ensure any activity whether organising a dance/party to walking in space or rowing the Atlantic. Its about recognising what can go wrong and minimising the likelihood of that risk becoming a reality. Hope you enjoy your little get together, Bob.

if this is a school then they should be used to running events of all kinds so at least 80% of what is needed should already be there
NB: just because it is a private event the school cannot just allow anybody to do as they want so they need some controlling actions - as noted by other posters
