It's a while since I was in the glass industry and it may have changed but...
"Safety glass" must be permanently marked to be "safety glass" with the BS, Kitemark and rating, and this doesn't happen when film is applied. It may improve safety, but the film would not be considered as taking annealed glass up to the standard required for safety glass.
You will need to do more research to find out. start with mirrors for bathroom use or fitted on bathroom cabinets.
