I am looking to develope a handbook for a Management development programme.
At present ALL training is carried out and then for each task individual sheets are signed off which means paper everywhere.
Does anyone have a handbook template for such a programme?

There's a lot of material of the kind you refer to available in the Publications section of the website of the Chartered Institute for Personnel and Development, www.cipd.co.uk. It includes illustrated guidance on contemporary approaches to developing managers (and leaders) and how they learn.

As you specifically refer to a 'Handbook for a Management Development progrramme', you'd be well advised to read 'Leadership and Management Development', J Carmichael and others, OUP, 2011, which is supported with materials on the publisher's website - or a similar title. It/they can be bought in good condition on the amazon 'Marketplace'

They're particularly good discussing the strengths and limitations of 'experience' as a basis for learning, by contrast with other models of learning i.e. behavioural, cognitive and social.

As so much discussion by safety practitioners focuses on their own experience, that alone could be a valuable 'take away', but there are many others too.
