One of my Ops wants to use an angle grinder fitted with a wire brush to remove rust from a metal stanchion. I'm not sure if the abrasive wheels regulations are in force as we are not using cutting?
I have looked through the ACOP and I'm still not sure.
Can anyone advise please?

The Abrasive Wheel Regs died with the implementation of PUWER!
Having said that, if you use the no-longer-extant Abrasive Wheels Regs as Guidance, you won't go far wrong.

The revised guidance on use of Abrasive Wheels post PUWER is at;-
http://www.hse.gov.uk/pubns/priced/hsg17.pdf
A wire brus, if NOT formed by abrasive particles being bonded together, ie bonded abrasives. is most unlikely to come within the scope of this specific guidace. However, you still need to comply with PUWER which has requirements for guarding, training etc.

Has your op received Abrasive Wheels training, Steve? Like Jay has mentioned under PUWER, there is a requirement for anyone who changes an AW to be trained. Although not a bonded disc, there is no doubt contact will result in probable severe abrasion.
By the way, Steve, the old A/Wheel Regs covered cutting AND grinding.
