where to draw the line between when a permit is needed and when an SOP should be written? Thanks for your help Katie

You should have a SOP in some form for most tasks. A permit system should be for very specific things like confined spaces, electrical work etc, where a very specific set of conditions need to be applied, eg isolation, to ensure the area is safe before work is allowed to commence.
