where and how do safety professionals find out about any forth coming new legislation such as new legislation which is released twice yearly such as April and October

HSE website via ConDocs and other early warnings; Parliamentary "White Papers" and other updates; IOSH website; IOSH Branch & Group info; SHP & similar publications [even the competition!]; the expensive route of paying one of the commercial providers [I avoid that where possible].
