Hi, are there any specialists out there familiar with the general requirements of working alongside motorways. We will be working under the supervision of a principal contractor using their vehicles and they will also be carrying out digging activities so we can examine the contents of the excavation in a separate area away from the dig. It is a day time activity. My main consideration is vehicle movement and control measures for the dig itself. Are there any factors I should consider. Any help will be greatly appreciated. Ta

Hi anyone working on / near a motorway should receive comprehensive training on the Traffic Signs Manual (2009) Chapter 8. The "Streetworks" manual and training associated training courses are not applicable on motorways or dual carriageways.

Anyone stopping a vehicle or walking on a motorway commits an offence unless in an emergency or under instruction from a policeman - or if authorised by the 'secretary of state'. Not sure how its organised in england, but in scotland 'motorway passes' are issued by tranport scotland and must be carried by anyone stopping, walking or working on or near the motorway.. I would guess it'll be someone in the Highways agency who issues the permits for England). Note that the passes are 'personal' and it is NOT possible to legally walk on a motorway 'under supervison' from someone else or under another contractor's authority. Issue of passes has become a bit of a formality - but the employer must write to the issuing body with a statement to the effect that 'we need these people to do this work (for this period of time), they know the law, they understand the requirements of Ch 8 and they will be equipped with appropriate beacons high viz and etc etc. There are highways safety training courses to provide assurance that the employees listed in the letter requesting passes actually DO know the law and the relevant safety requirements... And remember if you stop your vehicle, or walk (work) on the motorway, and you are challenged by a police officer and you are not carrying your authorisation, you are committing an offence (and you are liable to prosecution).

Just adding to the previous responses Steve... First you need to established if a Temporary Traffic Management Order (TTMO) - Permit has been issued by the council that the work will be commencing in, to authorized the work and any traffic management plan needed; Competencies - NRSWA ( streetwork) tickets for workforce. A least one person must be in possession of a NRSWA ticket (operative) and be present on site for the duration of the works; a NRSWA supervisor's ticket may be needed for monitoring of the works; Safe system of work in place of protection members of the public and warning to motorist - Work site to be set up in accordance with Chapter 8 Signing, lighting and guarding by the NRSWA qualified personnel. If Birchall's asking the original question here, he's unlikely to be responsible for installing, operating or maintaining TM (hopefully! If you ARE, then walk away from the job now!), and Motorways are not council roads (as PH2 pointed out, the Code of Practice isn't relevant here). Birchall, RP's offer sounds ideal, and hopefully one of you could post a follow-up. Again, hopefully, your PC (having provided all relevant traffic management for the works) will directly inform you what standards you must meet in regards to qualification levels and control measures (including PPE) when working within this guarded area. You'll likely need Class 3 high vis (including trousers), head, foot, hand and eye protection as well as a relevant CSCS card or equivalent to start with. Exactly what may be required will depend on the job and the PC, so hopefully you can chat with RP and work out what questions to ask. Good luck.
