Is there a legal requirement to have fire marshalls?advise please

No. There is no legal requirement that says you must have a fire marshall.

However, Under the RRFSO, You are required to undertake a risk assessment and this should inform you as to whether you "need" fire marshals. If you find you "need" them, then you should have them.

Just for additional clarity.

The responsible person, after undertaking the fire risk assessment, should appoint however many competant persons (fire marshalls if you like) are required to safely implement the neccessary fire and emergency procedures and measures.

How many (if any) are required is obviously dependant on the size and nature of building, the presence of flammable materials/substances, (size and nature of hazards) amount of people present and numerous other factors.

These competant persons (fire marshalls) should have had the neccessary training to enable them to undertake this role.
