Evaluation of compliance If you carry out for example legal compliance audits to determine compliance to COSHH would this ensure you are working to OHASAS 18001 4.5.2 or would you need to do something else to demonstrate you are working to clause 4.5.2 such as risk assessments? In a nutshell what do you need to do to be compliant with 4.5.2

Well, the wording is important here: OHASAS 18001 4.5.2 calls for evaluation of compliance (Reference guidance document here:http://www.imsworld.org/blog/wp-content/uploads/2010/10/EA-7-04.pdf ). But basically you have to demonstrate independent third-party (Certification Body) has evaluated and confirmed that the organisation has a demonstrably effective H&S to ensure the fulfilment of its policy commitments including legal compliance. So in a nutshell external audits, which in short verify that you have met the criteria need by the standard (Risk assessments, management review etc the whole shabang. Long winded but hope it helps

To demonstrate evaluation of compliance, it need not be through external/third parties. You can have your own internal process. There is OHSAS 18002:2008 , Guidelines for the implementation of OHSAS 18001:2007 and it informs you how to meet all the clauses/criteria, including 4.2.5.1 & 4.2.5.2. Unfortunately, due to copyright, I cannot copy it here! I recommend that you get a copy of OHSAS 18002:2008 if youy aregoing to implement OHSAS 18001. In fact you only need OHSAS18002 as it has all the clauses from OHSAS 18001

Pad PM me with your email and I will send you our compliance procedure and example compliance register. Simply put you list your statutory obligations, provide evidence as to compliance (internal procedure, permit, other, etc) then show how you check that the process works, internal audit, inspection etc.
