Hi Taylor,
A quick look at BS 6465,table 11 will give you the standards required, but currently it appears that since the advent of the latest Licensing Act came into force, giving Local Authorities the task of issuing licences, the previous agreements between the Magistrates Courts, Fire & Rescue Services, LA Building Control and Environmental Health Departments which would determine the occupancy figures, and therafter be placed on the licence, most of the time it is down to what the Fire Risk Assessment says can be safely accommodated. Occupancy figures no longer seem to be placed on licences!
We would, however, give the advice that the British Standard should be followed.
What the local Fire and Rescue Service would say I am afraid I don't know!
