Hello, I'm on the search for both advice and physical assistance with regards any forms or procedures to help write a simple but effective basic procedure for a management of change system. Previously I have had expereince of a MOC procedure which I did not write, but this was for a chemical facility but trying to trim it is becoming difficult as I seem to be unable to remove aspects of it. However, if anyone of my peers can share a simple but an effective system to work in an large engineering facility, I would be very grateful indeed. Many thanks in advance.

It will depend upon how simple or complex do you need it to be as the basic steps are:- a. The change is identified (after defining it properly) b. The technical basis for the change is considered and addressed c. The HSSE impact of hazards (including the acquisition of needed permits, and compliance with existing regulations, consideration of anticipated regulations and impact on facility environmental performance) are assessed and appropriate controls are developed and implemented as required prior to making the change d. Approval authorities for changes are defined and communicated e. Change is implemented as specified in change documentation f. Required documentation is updated g. Procedures are updated prior to commissioning the change (start-up) h. A pre-start-up review is conducted and findings are addressed or resolved prior to start-up i. A time limit is set for temporary changes and temporary changes do not extend beyond the authorized period without review and approval j. The change is communicated and training is provided to affected employees prior to the operation of the facility You may need to consider whether:- Thre should be procedures to address emergency change. Personnel who initiate, review, or authorize changes are trained in the Management of Change process Periodic reviews are conducted of the system to verify proper review, approval, and documentation. The findings of these reviews are tracked to completion

A good MOC process also covers organisational change - often much harder to manage. For example I'm aware of an offshore oil & gas duty holder where a decision was made to no longer contract out the purchasing role. But the change was implemented without fully considering what internal processes or safety-related competences are needed to do that in a safety case regime, let alone to cover simpler compliance such as for PUWER. Hard to believe - but this really happened.

We have taken almost 2 years to implement an electronic MOC system as we used to use a paper based system but this was not effective in capturing Personal changes and unplanned changes on the line, as in a previous reply the system needs an Initiator/Manager and Authoriser, It should look at Unplanned/Temporary/Planned changes it needs to cover all risks such as Quality/Safety/Env and reputation, one of the most important things to remember is you will need triggers to start the process, we use a "4 Whats" Personal book for tasks and changes and we have started identifying key critical roles here on our site to instigate the change process, we have also identified key assets to again start the process off. We have already been approached by a couple of other businesses interested in using the software system. I am a SHE manager working on a lower Tier 550 ACRE site with over a 1000 employees and almost every risk you can imagine, from our own Rail lines to our own landfill site, SSSI (Nature Park) and molten metal baths, in the last 12 months we have increased our view on over 150 MOC`s which are reviewed thus we have created history for us to look back on and learn from past changes.
