Hi, Has anyone got a useful legislative audit checklist that could be used for developing a projects HSE Management System and could also be used as field audits. Basically various checklists that have been developed in accordance with the Act and Regulations to ensure you are meeting all legislative requirements and identify any gaps in your system. Cheers

This is actually a big ask as strictly no two sites can be identical in terms of the relevant legislation for each project. To break these down into checkpoint lists is no mean task and very unwieldy. Given that your first task is to identify relevant legislation and other standards that apply the it is down to a competent auditor to identify the gaps in application. Bearing in mind that the whole of a set of regulations or other standards may not apply in full. Bob

I understand that no two sites are identical, but in general within construction hazards the likely Regs will apply such as WAH, Confined Space, Noise, COSHH etc. Someone may have developed a checklist identifying key sections of those regs and made an audit tool which allows you to continuley self assess your compliance? As Bob advised you need to start with conducting a legislation register for your activities to be fair this should already be in place (Policy arrangements) from that you will be able to establish what regulations and acops are applicable, any audit would measure against your procedures & execution in meeting the requirements of such legislation. There are apps that are available that identify specific legislation and Acops, best practice guidance for your industry/activities but they are quite expensive.

Mark, one size doesn't fit all. We have 12 sites in the group, each manufacturing similar products and each certified to the groups 18001 requirement. Our external auditor DEMANDS to see individual legislation checks pertaining to the business. Unfortunately, there's no quick fix with this, you're gonna have to do the donkey work ;-(

Find a new auditor. Legislation applies to all sites, so a tabulated response for each site against legislation should be possible. Seen it done that way in the past, no audit problems with that approach. Probably an auditor trying to justify their existence
