I am reviewing a clients DSE Policy and Procedures and note the following Glossary Term contained in the policy:
"A Habitual User is defined in the regulations as a person who significantly uses as a part of their normal working day, display screen equipment for more than one hour per session, per day (8 hours)".
I cannot find this definition anywhere - is it still correct and extant and I presume anyone classed as a "User" only would not be entitled to eye sight tests and spectacles? only "habitual Users".
If this definition is still extant where will I find it please.

Look at 'Work with Display Screen Equipment'(L26) from the HSE where it describes users as (Para 15)”… use of DSE is more or less continuous on most days, the individuals concerned should be regarded as users or operators. ... It will generally be appropriate to classify the person concerned as a user or operator if they: normally use DSE for continuous or near-continuous spells of an hour or more at a time; and (b) use DSE in this way more or less daily; and (c)have to transfer information quickly to or from the DSE

L26 Regulation 2 states:
(b) “operator” means a self-employed person who habitually uses display screen equipment as a significant part of his normal work;
(d) “user” means an employee who habitually uses display screen equipment as a significant part of his normal work;
