Dan, Not sure about low voltage (depends what you mean by low), but I had a site that had high voltage product testing and development facilities (up to 250kV). Not having any specific experience, I used a company called Sterling Power Training to help me design a management system to do exactly what you are describing in your post. Might be a bit over the top for what you need, but a chat with them could prove very useful.
