As a site that conducts regular live electrical testing for product and test equipment development I'm trying to establish a competent persons list for low voltage but am having difficulty quantifiablely defining a competent person (NQV/ SVQ levels, years of experience, etc.). Ultimately the automated list will feed laboratory access control systems. I'm interested to learn how others define, log, and track thier competent persons lists...

Dan, Not sure about low voltage (depends what you mean by low), but I had a site that had high voltage product testing and development facilities (up to 250kV). Not having any specific experience, I used a company called Sterling Power Training to help me design a management system to do exactly what you are describing in your post. Have a look at the following link : http://www.sterling-trai...ses/_cc_1_Power-Systems/ They were extremely helpful, insofar as they carried out a full safety assessment of equipment and practices on site, suggested additional controls, helped me write a suitable management system, defining competent people and provided electrical safety training for equipment operators. Might be a bit over the top for what you need, but a chat with them could prove very useful.
