AFAIK with respect to our work with the local health trust, yes. Plus if it is Electrical as in under BS7671, then Section 710 of that standard applies, as it does to treatment rooms in workplaces also.

To be a little more specific...HTM-07-01 applies to all as there are specific sections covering surgeries and dental practices.. HTM-05-01 places more general duties with regards to fire across both operational and admin healthcare functions (See Section 1.8)... let me know if you need any more..

At my last place (and the one before) we used HTMs for Residential Care Homes and Hospices, and I would agree so far as it goes with those people saying yes. However, and there's always a however, some of standards in some of the HTMs will not be achievable in premises which have not been purpose built to, e.g if you're not talking a newly built NHS Hospital there are parts of HTM05 you won't achieve. So use them as authoritative guidance, but not necessarily as prescriptive statements; you may not be able to achieve the full measure of the standard, John

There are no HTM's specific to residential care homes and hospices there is specific guidance HSG 220 http://www.hse.gov.uk/pubns/priced/hsg220.pdf But like all, the regulations come first and guidance second..you CAN achieve the standard you just need to know which one to apply and how...which is the whole point of competency...

Appendix B of the CQC Essential Standards (Schedule of Applicable Standards) includes 'All currently valid Health Technical Memoranda (HTMs) published by the Department of Health' under Outcome 10 - Safety and suitablity of premises.
