Protocol issue required on SEC 6 maybe others ?
I gave some guidance on following the hiearchy of control after I noticed that the use of personall fall arrest would cause a very real risk of pendulum effect injury. Fine they said how can we make it bettter ? I informed the management that preventing the fall is better than mitigating a fall Fine.
Let us get a fabrication company in to design / draught and install barrier type alliminum / tower intermediate & top rail system they said that can be dismantled and taken on to the next identical activity as and when required. My initial thought now is STOP !!
Right my veiw on this is yes thats fine ie a SSOW can be developed which to me is the easy part. I have major concerns that the managment are going full steam ahead ( have seen the quotation ) but this is where certain responabilties must be met ie yes we have a designer probably very good but do the company I work for have to satisfy more criteria including testing and conformity and EHSR. If succesfull this would be rolled out wholesale which is a big worry !!!
The system is a basic handrail at 2.3 m to let workers carry out cable works without the use of harness / fall arresst. I am looking for guidance as to where to direct them to ? I have not dealt with this element before.

If you are worrying about your workers suffering from possible pendulum injury, i suggest a greater risk would be actually hitting the ground. You say the basic handrail you need for the workers to carry out their cable work is only 2.3m above the ground? Once the lanyard extends and reaches it's longest point, it's usually around 1.7m long. There are plenty of podiums & fold out scaffolds on the market which might suit your needs and agree with your hierarchy problem.

Sorry frank c should have explained a little more , the SSOW is with harness attached to yo-yo . a 600mm SLR but the line is way of vertical plane in fact about 2 meters out off vertical plane. Obviously energy absorbing lanyards ect would require way more than the 2.3m for deployment / elongation / safety clearance. Apologies
But the line carries over obstruction that is more closer to vertical plane but not calculated or designed to carry or if the correct configuration used is then pendulum will come into play on the account the tested and correct connections point are further away even more and simply put will not prevent personal injury hence the fall prevention / work equipment approach.
But its the design, testing , putting into service I am not sure about. The idea and proposal I will support however I am very aware of potential future exposure should something arise out possible negligence and litigation through incorrect procedures not followed that my question really.
