Can an Employer Repair or Modify a set of access steps?

If a company purchases a set of warehouse type access steps that has a working platform with toe-boards fitted and guards around the platform and whilst in use, the uprights become damaged, can the employer carry out a repair to these uprights? The guards in question are not load bearing but are collective fall prevention measures. If the employer has staff trained in welding but no ability to carry out destructive/NDT of the welds, would they [the welders] be permitted to carry out repairs?
The WAHR Schedule 3 Part 1, Requirements for working platforms, stability of supporting structure at paragraph 3(e) states: Any supporting structure shall when altered or modified, be so altered or modified as to ensure that it remains stable.
Is it a "rule of thumb" that any repairs and or modifications should be discouraged or prohibited?

From the information given.
Don't see why not. If the welds are not structurally load bearing/critical to the platform stability, then not so sure many companies would routinely NDT such welds, as part of a general repair method.
If the up rights are being repaired 'like for like', don't see much of a problem. No change to he design intent.
As you say you have competent/trained welders.
