Try the Marine Safety forum http://www.marinesafetyforum.org/ . If you are interested in offshore oil & gas there are several other links from the IOSH Offshore Group website (access via the Membership tab above).

Look on the International Maritime Organisation (IMO) website. Generally SOLAS, ISM, ISPS is your first look but have a look at your flag state for specific requirements.
