Hi, I have a query and am struggling to find a solution I can justify.

We are a housing association who has now closed our housing offices and works from one head office, our housing officers are working out in the neighbourhoods (lone working with a lone working and tracking device), however, they are complaining about welfare facilities, or the lack thereof.

Our management suggest that like our DLO they use public facilities rather than tenants toilets (in most cases they would not entertain using a tenants toilets from a hygiene point of view). ASDA etc is fine, but chains such as KFC etc mark their toilets for customers only.

They do have an option to drive (up to 15 minutes) back to head office, pay and display about a 5 minute walk away, use the loo and then return to the streets, which they won't do due to their workload. It has been suggested they do this so that managers understand and acknowledge the problem of workload but that is another story and they are consciencious and won't do this.

We are finding complaints of staff not drinking or eating during the day for not wanting to need the loo whilst working.

The welfare regs don't really cover this and I am open to any useful suggestions.

Sorry forgot to mention, as they are working on the estates another problem we have is if they bring sandwiches etc, they are warm and curled by lunch time.

You might want to read the later parts of CIS59 (free from HSE) 'Use of alternative facilities for transient construction sites'.
I know, you're not involved in construction, but if what's described there is good enough for construction people, it must be adequate for your people.

In any event, a 15 minute journey to proper facilities is hardly onerous? (They should be claiming back any and all parking charges incurred in the course of business).

Curly sandwiches are really not your concern.
