The need for a second MEWP is actually a rarity and can be ignored in my view. I actually cannot think of a circumstance when the self lowering charactristics of these machines would be defeated unless you were doing something very odd and outside of intended use. You really should be looking at a person at ground level who can operate the emergency systems provided.
