We have a Brush cutter on site which is to be used for strimming grass. The client has asked me to provide evidence of competence for the user.

From looking at the PUWER regs I believe that as the user is experienced, I could produce a toolbox talk training session, briefing out the manufacturers instructions, include a video clip etc and have the user complete an in-house assessment paper, all of which would be supervised by myself (NEBOSH qualified h&S advisor) and the site manager (Level 6NVQ)

However, I am concerned that if an accident was to occur, would the fact that we have not arranged external certified training go against us? There is a provider of such training out there and have had a quote of just under £1000 per person but this seems excessive as the cutter will be used only half a dozen times during the year.

Any thoughts or advice appreciated.
