What was the major change in health and safety legislation in October 2013 that affected SME (Small & Medium Sized Enterprises) and how did it affect SME?

Probably going to make a fool of myself here but as far as I am aware the only changes enacted then were the new RIDDOR and changes to the first aid at work regs.

Iam presuming that you are talking about H&S law only so I will not add much except to say the the burden on business of H&S is minimal as noted by senior busness spokes people and you can get updates via the HSE website


However if you are talking about other law such as environmental then there are many new laws and changes which do effect in more than a minimal way SME's

Not sure where the question has come from but at a guess it might be the Enterprise and Regulatory Reform Act 2013 which came into force October 2013? It changed HASWA s.47 regarding the actionable nature of breaches of statutory duties in relation to civil liabilities - can't be sued simply because of a criminal breach which is perceived to make life slightly easier for all (not just SME's). Not sure how its working out in practice?

It also upped Primary Authority powers and brought in co-ordinated partnerships which enabled Trade Associations (more likely to have SME's as members) to benefit from a PA arrangement along with their members.
