We have a punch for producing holes in sheets, sections etc..
The punch is quite lumpy, so we have it attached to a frame that we manufactured.
Do we have to test the SWL of the frame? Or is it subject to any other statutory regulation?

IMHO (I am not an expert / engineer) - this is not lifting equipment but you do need to assess it against a relevant standard / essential safety requirements.

Hard to imagine what you mean. Is it a hand operated punch with long handle or a powered machine etc. Have you altered the operating mode / method of the machine itself ?

Also the frame you have it fixed to, is it for lifting it or like a bench to support it from the ground. If it is for lifting I would get it load tested personally.
