warehouse manual handling/ work at height / design implications

Good morning everyone,
have been handed a very unusual problems to solve this morning. A customer has inherited a 3 level warehouse which has stairs access to each level for staffs and a cut out section in each floor for loads to be moved ups and down to each floor accordingly.
In a normal warehouse this cut out section would have edge protection installed, with a canteliver section were stock would be loaded and unload etc, via forklift. The cantilever section would ensure that a constant edge protection would be in place, providing collective work at height protection.
At present it has a fabricated edge protection, with a gate opening, which staffs open, and then load is moved in and out accordingly. The problem being theirs now an unprotected edge when the gates opened.
Has anyone come across this problem before, we are looking at a management system rather then a collective protection as we also have problems below. Im aware that any management system involving staff training is not ideal, but unsure what alternative we have.
as you see very unusual case, would appreciate any help or guidance from my peers!!!!!
(the customer is only using this warehouse temporarily and is moving into new premises in two months, so is unwilling to spend thousands of pounds, plus lead in time for this type of system is 8 weeks, so customer will be moving out when it gets supplied etc)

Not sure this is the same scenario but I have seen mezzanine floors with spring loaded gates with the same heights as scaffold barriers (470mm and 950mm). The FLT raises the pallet to the level of the floor and pushes it against the gates.
On the upper floor a pallet truck moves the pallet and the gates close.
At all times there is no unprotected edge.

A system of interlocks so the upper floor gates can only be opened when the lift is in place, so no unprotected edge.
