Safety Management Theory is the body of knowledge based on research in fields of psychology, management, leadership and organisational development applied to safeguarding people from injury and death at or associated with work.

Look up relevant programs in universities in the USA and EU countries offering these disciplines at post graduate and undergrad levels for relevant details.

It's an assurance function within an organisation. It's purpose is to minimise ill health and injury through identification, evaluation and control of hazards.

Management theory is an academic pursuit, which looks at how people and organisations work together. It is both a description of how organisations work and how to make organisations work better for whatever goal you are looking at eg improving occupational Health and Safety or making more money.
The problem is that:
• Some people think you can only describe an organisation and its culture not actually change it in any meaningful way
• different organisations can have different cultures depending on what they are (a government office is very different from factory which will be different from a shop etc
• there is often an assumption that management are in complete control of the organisation and that everything that happens in an organisation is a management responsibility
all of this stuff is up for discussion and keeps all sort of people in universities in work.
