We are currently having difficulties in vetting our sub-contractors so much so we are having some lively debates between depots We don't differentiate between LOSC (less than 5 employees) and more than 5 employees and as such I am arguing the point that's why the LOSC are finding the vast amount of paperwork daunting and as such don't complete I have developed a 2 page document that ensures we capture information ensuring they are competent for the work being undertaken and will comply with our working RAMs - I have checked with our insurance company and they are covered by ourselves. Now being informed we need to cover medical checks, references, contract for services etc. My question is what does everyone else do to ensure we are compliant when vetting sub-contractors

I'm not sure what industry you are in (you mention depots) but as a construction company we ask that any contractor working for us holds an SSiP accredited cert (things like CHAS, Safecontractor etc). If they have an SSiP cert then we can be happy that they've got the basics - RAMS, policy etc. It doesn't take ALL of the work out of it as you should still really check past experience, references, HSE enforcement notices and other key bits before "rubber stamping" them but it certainly helps speed up the process. As far as the smaller firms, we don't recognise a difference. What i mean by this is that we expect RAMS, policies, proof of training etc from everyone, not just the "big boys". That said, we're not ogres and will always try and help the smaller guys who we want/need to work with by giving them blank paperwork to develop. Hope that helps in some way?

Yep agree with comments We are in the construction industry but the smaller two man bands although will have the usual training certs Ipaf, pasma cscs However I find they never have Chas etc.

It is challenging with very small businesses who don't have SSIP. I guess you could treat them in the same way as you choose employees and work on their cv's and use competency, skills and experience to choose if they are right for you.

We all also need to clearly define just what is meant by the terms sub-contractors/contractors as there are many such people/companies that are high risk to a business yet are not construction related however it appears to be only construction contractors that have to jump through all the hoops?! Recently on a small job all the usual checks etc. were made for the small builder who had to jump through every hoop yet the most dangerous activity and contractor on the overall location had not been checked by anybody nor had heard of such checks The contractor in question was an artist that was using a chain saw in the middle of the building site whilst CDM work was going on around them who was contracted to create a fancy design on a tree with no PPE, no fencing between them and others and a bunch of children around and close to them and yep this work is not specifically CDM however it does fall under all the other H&S regs! The client was most upset when I said that all contractors not just CDM types should be vetted and argued back that it was OK as this was an artist creating a piece of art! just a comment and rant as its not a level playing field out there
