Hello - am setting up a business and we will have a building manager. Can anyone recomment some good on the shelf training -in the fields of fire safety, legionella and asbestos -- in order to discharge the role of responsible person

Starting point would be the NEBOSH General Certificate, but the areas you mention, legionellosis and asbestos really need to be dealt with by a specialist as any generalist will not have the indepth knowledge required.

I second Hilarys post.
If you are starting up a business you need to have someone looking after H&S. It could be a competent H&S employee (H&S Officer etc) or external consultant (if you want to spend money on them!). The alternative is what Hilary has suggested (and what I would recommend), get yourself qualified!
NEBOSH National General Certificate is a good route to go down. What is the business? There may be a more specific qualification you can use? For example the National Construction Certificate if its a construction industry company.
There is a lot to this, I would consider seeking some professional and competent H&S advice (which you will find in abundance here!) but it may become more of an involved conversation that a forum will allow for!

There are more then a few people on here who are really, really knowledgeable in their fields. I have learned stuff on here that has opened my eyes. Ask privately to one or two and I'm sure that they will be happy to talk to you directly.

Also look at the IOSH Managing Safely course, this may be sufficient for both you and the building manager. There are Legionella and Asbestos Awareness courses which would be a starter and give a good understanding.
Initial do a good Legionella one, went on it last year and gave a good insight. Asbestos again there are a number of organisations that provide this awareness course, have a look on HSE website for apporived providers.
