We have a fixed scissor lift in our enclosed loading bay to allow the easy delivery / dispatch of pallets etc. As we are a secure site, none of our employees are allowed in the bay while loading / unloading takes place and the delivery driver / helper are locked in while the rear of the truck is open. All deliveries are pre booked by at least 24 hours, so we always know who will be on site and in what vehicle. Most drivers have their own tail lifts but some are using our scissor lift, in particular thoses coming from other EU countries. There is currently no signage or restriction on how this is used, but the lift is maintained and has a thorough examination every 6 months. My initial view was to ask for the scissor lift to be removed and to ask the delivery companies to ensure that all vehicles had their own tail lift, but would appreciate your comments.

Colin, sorry I don't really understand what your issue is? Maybe I am not the only one with 90+ views and no responses? Can you clarify what you want from us? Stu

I dont know what you want either? Is it with regards to using the lift? Perhaps put up some signs, and issue instruction on use, or just take it out of use?

Sorry for not being clear. My concen was that we have a piece of lifting equipment that is being used solely by non employees that are not under our control which I believe could be considered a hazard and I wanted to know if anyone on this forum had any views on a possible control measure other than taking it out of use. I would not remove the scissor lift. From what you describe this is a fixed in position piece of equipment. onto to which delivery vehicles reverse. It is not complicated to use at all. simple up and down controls and perhaps some guarding around the moving parts. Removing it will cause more H&S issues than those you are currently worried for. I would have clear instructions displayed and perhaps send a little more information on the use and possible risks to the companies that come to deliver to your site so that they can cascade the info to their employees. Also supervise use of the equipment and ensure to emphasise reporting of any issues experienced.

Putting signs in place seems an obvious first step - maybe need to be multi lingual if the majority of users are non-uk based? Depending on the lift itself, could you maybe have a sign-in register for keys to use (if this is how it works) so it can only be used by 'authorised' users? You may also want to consider CCTV to catch any mis-use of equipment if unsupervised?
