We have removed the washing machine from a property with no intention of replacing it. The water feed pipes are not offensive in their location, so no real need to remove them other than the risk of legionella. The property isn't exactly the warmest of places. I was wondering what your recommendation might be?

I think the risks would be considered low in most instances, if you are talking about blanked pipes full of water the would it pose more risk than a tap you rarely use? Perhaps if the property users are vulnerable?

Ideal answer would be to have the dead leg removed, minimal risk.

However - you may consider the following;

How long is the dead leg in the building,
Is the dead leg the hot water outlet or does it run along un-insulated hot water pipes,
What is the nearest outlet to the dead leg, and is it used for drinking,
Do the drinking outlets form a spray,
Does the dead leg have a metal flexible pipe, where the bacteria can congregate,
Are the residents venerable.

As these guys have said - a few other considerations to help you form an answer. There isn't necessarily a clear yes or no answer.
