Many years ago when I was responsible for a factory of 300 people, the Factory Inspector used to come round and inspect the place about once every 5 years.
I now work for a small company of 10 people, however we do carry out manufacturing and have some serious machinery! Our health and safety comes under the local council but in 10 years we have never had a visit. Is that normal these days?

No inspection without a reason is the current mantra.
If you don't give them a reason to inspect then you shouldn't be inspected. Some may think that's a good thing, some may not.
I'm surprised that you come under the Local Authority remit if you're manufacturing but, regardless, both the HSE and the LA's are under the same pressures to arbitrarily reduce the number of 'routine h&s inspections'.

Routine inspections do still happen but under very strict conditions try the following link. http://www.hse.gov.uk/lau/lacs/67-2.htmYou say that you are enforced by the local authority so I take it that the manufacturing is only a very small part of the work activity. Enforcement is decided on the main activity of a company and not just number employed.
