do any of you, Sirs, know if exist a rule where the work condition (time/pause/break) for the climbing workers on construction site has governed?

If you have a look in the IRATA guidelines (freely available on the web) they give working times recommended from research for industrial climbers working for time spans in heightened wind conditions. Not sure it gives info on breaks etc for normal work at height. The level 3 Supervisor for the climbing team will be able to give you some guidance from their vast experience.
