Is it necessary for a Health & Safety Manager working full time for an employer and not carrying out any other self employed work to be a registered Practitioner?

This is the adverse effect of instituting the register of consultants! Time served experience in a field counts for nothing when employers wont touch perfectly SQEP's because they are not 'registered'! I know some good, excellent people that are on the register, I've also come across 'consultants' that are CMIOSH'ed etc up to the hilt and have not know what they are talking about!
