Does CDM 2015, in the context of construction work for private individuals, increase liability and risk for the customer? Is there a downside for the customer?

No, there are no duties for domestic clients under the new regulation. Their duties go to the Principal Contractor and can go to the Principal Designer by agreement in writing.

The final Impact Assessment for CDM 2015 admits that the regulations will have cost implications for domestic clients, though these costs will be heavily skewed towards the more compliant projects.

Where good contractors working in domestic situations are aware of the [remote] possibility of more liability towards themselves once the new regs come in they may have to increase costs to domestic clients in some cases - but do not worry the cowboys will still carry on as usual so clients using these will not be effected
