I am working on our policy to cover the new CDM 2015 Regulations. I think I may have noticed a typo error in SI 2015 No 51. Regulation 13(5) mentions the "pre-construction phase" twice. Unless I am gravely mistaken, I believe that it should read "construction phase". This would make more sense within this part of the Regulations and would mirror the text within Regulation 11(7), which I am sure is the intention. The same 'mistake' is in the draft guidance document also.
Views appreciated folks.

On reading this for the third time it is possibly okay as the two paragraphs may be aimed at the PD and PC liaising with each other during both phases i.e. reciprocating. However the 'order off play' of the duties within each section of the regulations doesn't always appear logical to me!

I don't think it's a typo.
It's the mirror image of 11(7).
At 11(7) the PD must tell the PC what the PC needs to do their job in the construction phase.
At 13(5) the PC must tell the PD what the PD needs to do their job in the pre-construction phase.

That's not as clear as I meant it to be - I mean that it is as written the mirror image, and doesn't need any change to make it the mirror image.

Alistair, You may have a point regarding Regulation 13(5). I understood (From the guidance) that this was about reciprocal liaison between the PD and PC at the Construction Phase, with the intention of capturing evolving or continuing design issues.
Liaison by PC at the preconstruction phase may not be possible - the PC may not have be appointed. Similarly, the PD appointment could cease before commencement of the Construction Phase proper. Opportunity for continued liaison may be slim to non-existent.
I may go back and see what the TMCSD says on the matter, it may be there's a confusion with the moveable role of the Project Supervisor role in the Directive.

It comes down to the definition of "pre-construction phase" in Reg 2 which "......may continue during the construction phase" - in essence the two phases may (usually) overlap.
