Who is going to take responsibility for builders waste* under a domestic CDM situation noting the environmental 'producer pays' philosophy that is in place; discuss?

[*Waste from building projects is still completely out of control and nobody cares about material management in my view]

Presumably the status quo, there is no provision within CDM 2015 for waste management, the current process of the builder ordering a skip(s) for domestic work will remain. So the (domestic) client pays.

I'm not really sure what the point of your question is?

Waste only has implications in CDM if it hazardous or can cause a hazard like fire. However the contractor or builder is normally classed as the producer in construction and not the client. Therefore as soon as the builder produces waste he has the duty of care.
