Burning/cutting steel beams using Oxy-propane

We have a couple of burners on site using oxy-propane and noticed one of the burners not using welders goggles/shield, when pulled up about this he informed me that welders goggles/shield not required for burning/cutting operations. I can understand that the heat is not as intense as using oxy-acetylene thus the glow will be less but they still must be sufficient IR/UV radiation coming from these operations to potentially cause damage to the eyes, If anybody has further information on such as a link then that would be great.
