We have designed a new lifting beam in accordance with EN 13155 standards and have a good history of designing similar items for specific use that we have done in the past and then contracted out for CE Marking, however we want to build this in house now with our new fabrication workshop i have read through "The Blue Guide"," Guide to application of the Machinery Directive 2006/42/EC and the Question is this Do we require anything more than the technical expertise and Quality system that we have(ISO 9001&18001)for the Declaration of Conformity? and do we need a conformity assessment on the new beam that we are going to manufacture? The beam will be load tested by a third party?

If you can design and build to the C type standard and any back referenced B type standards, thus complying with the A type standard, and the blue book, and the guide, have the appropriate QA & QM systems, can prepare the required documentation to meet the regulations and the device does not fall into one of the categories, e.g. Annexe IV that requires 3rd party verification then why not.
There is support out there to guide you in doing this if you are unclear, in the way of CE marking advisors who can train and guide you so that you can then competently take this work on yourselves.
