Hi all

As usual any help and advice is greatly appreciated.

Scenario: I have a friend who owns a 3 storey commercial premises on a high street and employs 18 full time members of staff. He wants to know from a First Aid perspective what is required in terms of trained First Aiders i.e. does he need anyone trained up? Also, he has a contracted window cleaner and to cover any liability in the event of an accident what does he need to do. He would also like to know if he has electricians and plumbers in to do any maintenance work what action he needs to take in terms of covering himself in the unlikely event of an incident/ accident occurring i.e. safe system of work/ permit to work?

Sorry Gordon, this is pretty fundamental stuff. Your post covers a huge amount of topics and I would advise you friend to get some paid for competent advice.

I don't mean to chew you off but let's get back to basics, your friend should have a Health and Safety Policy by law which should articulate how he will manage health and safety for employees, visitors, contractors, etc. With 18 employees I'm sure he can afford to get a consultant to advise him and provide the correct advice and documentation. The aforementioned policy has been law since 1975, so hardly new stuff.

Your Branch location suggests S Wales and there are some particularly hungry ones there.

If your friend is unaware of an employer’s duties with regard to First Aid for employees and liability for visiting contractors, then there may be other areas that he/she needs to address as well.

(I was recently asked by a friend with a frozen shoulder to look at his office desk arrangements – and afterwards I got him to close all the propped open fire doors (he is the senior partner in a firm of solicitors)).

The HSE website should provide the information required. See http://www.hse.gov.uk/getting-started/index.htm

and specifically – first aid: http://www.hse.gov.uk/firstaid/index.htm
And contractors: http://www.hse.gov.uk/to.../workers/contractors.htm

He can then decide if he wants to do it himself or whether it is more economic to hire one of the “hungry consultants”.

As an accountant I guess he would be the first to recommend any company with 18 staff to get an expert to assist with their money activities.
Maybe you should explain to him that H&S is equally complex to the layman, which is why many of us are chartered like he is (I assume).
