Scenario; Roof is scaffolded and tagged in-date, roofer was carrying tiles up ladder on shoulder. Method statement says "Tiles will be passed up scaffold, lift to lift through access hatch". Bearing in mind the roofer carrying the tiles up the ladder was not maintaining 3 points of contact I stopped this method of loading the roof. Is this method now banned ? I advised them to use a ginny wheel or Bumper loader.

This is not "banned", very rarely is anything "banned" by HSE. It does, however sound unsafe and I would suggest that your suggestion of a gin wheel or hoist or similar is correct. IMHO.

A gin wheel is the preferred option. The guidance does state that 3 points of contact is required and it does not recommend carrying heavy goods up / down ladders for obvious reasons. WAH ladder accidents continue to be one of the most common, because people treat ladders with little respect.
