Hi,
The person who did my job role before me, when doing audits used to sign a register each time to state no asbestos introduced on sites since the last visit but the building did not have asbestos in the first place.
Is this over the top or is there a requirement to do this. I appreciate we must do this where we have asbestos

OTT in my opinion. I know of no legal requirement to do such a thing.

I wouldn't say it is OTT, but more a way of demonstrating that at the regular inspection they were correctly identifying that the status of the premises had not changed, unless you have conducted any type of survey in the intervening period, where the register will need amending as a result of the survey.
If the register is covering the building as a whole instead of individual areas (rooms, loft spaces, exterior, sub-surface) then a simple declaration from the construction company declaring the building as containing no asbestos from build then that will be sufficient. However you do not state when the building was constructed, if it is prior to year 2000 then I would suggest a closer look for asbestos.

To "add" ACM to the structure would be a criminal act! I'd focus on monitoring and recording the condition of ACM in relevant buildings, at a frequency in accordance with management plans.

Ron - I think we are all well aware of that....
The real issue is the age of the building as this is not known from the original post.
Whilst the original post states it did not have any in the first place, then it would only be right to confirm the date of the build. Then you can have some degree of certainty on being "Asbestos Free" if the original build was post year 2000.

I'm questioning the competency of a (presumably) previous health and safety professional signing-off a statement in the Register that says "no asbestos introduced."
The Register/Management Plan may or may not remain valid, dependent on any intervening refurb./demolition survey taking place in the interim.
