CDM 2015 states
A project is notifiable if the construction work on a construction site is scheduled to—
(a) last longer than 30 working days and have more than 20 workers working simultaneously at any point in the project; or
(b) exceed 500 person days.
The question is - can a project be notifiable if it just lasts longer than 30 working days, not including the more than 20 workers working simultaneously at any point in the project

It can be. If it exceeds 500 person days it will be, for example.
I think you possibly mean to ask a slightly different question from what you've actually asked. Do you mean will it be notifiable if it exceeds 30 working days but never has more than 20 workers working simultaneously (while also not exceeding 500 person days)? If that's what you meant to ask, the answer is 'No'.

30 days was the old threshold. CDM2015 amends to 30 days AND >20 construction workers in order to align with the parent TMCS Directive.
