Hi, I'm trying to find out what sort of light switches are allowed to be used in stairways in commercial buildings. Can they be on a sensor, a push switch so they come on for a short period then go off or do they need to be a standard on off switch. I know you need one at the bottom and one at the top

You don't need any switches at all.
More questions than answers though.
What is allowable?
Anything your design risk assessment considers acceptable.
Then you need to consider the "green" "brownie points" on top.
What are you looking to achieve?
Why are you asking?
What has your designer come up with that makes you ask?
Who is the designer?
What is the background to the question?
