Hi,

Does a mobile tower scaffold (about 4 metres high on wheels) need a physical scaff tag to confirm it has been inspected?

No - provided there IS a record of it being inspected kept elsewhere.
Although, it is certainly best practice to have it tagged with a Tower Inspection Card (available from most hire places or PASMA)
