Can you tell me if the majority of a Fire Risk Assessment has been copied and pasted if it is a legally compliant document.

That wouldn't make it non-compliant. Presumably it's considered accurate by the competent assessor for your Organisation.

provided the end document is a properly considered, true and accurate reflection of the current position at that location that is all that matters

It could be a legal document but I would be very careful as copy pasting could lead to lazyness and missing something.
In my experience fra of offices are not very time consuming therefore I would recommend taking every one separately.
Main findings surely have to be different unless none found.

I would make sure you don't copy the name / credentials of the person who did the original if they didn't do the second one.

Copy & pasted from where?
I often copy and paste a previous year's FRA report and then alter it (where necessary) after a review as there's no point typing out all the details again. This does need some concentration to ensure the details on the final document are current.
Copy and pasting a format/layout of a report - although perhaps iffy in terms of copyright - isn't so bad, but I would be very careful about copy and pasting details of premises 'A' and altering it to suit premises 'B'.
Would it be compliant? As others have said, it matters not how you arrive at the finished document, as long as its suitable + sufficient you should be ok
