Short answer is Yes, I'm working as the PC's SHE advisor on a £65m project where the Client is also the PD.

Murray Agreed. On the proviso they can fulfil the requirements and competencies of the PD role.

Yes - in fact the regulations say that if the client fails to appoint a PD, the client is automatically the PD - although they still need to be competent in the role.

The Principal Designer’s duties default to the Client unless they make an appointment in writing. They should ensure they are competent but there is no stipulation under the regulations to do so. This does not allow them not to be held accountable for any failures to fulfil those duties. If they do appoint themselves in writing as Principal Designer then it could be argued that they now have to ensure they are competent
